How to Combine Multiple Photos into One PDF on Phone and PC

Every device can combine photos into one PDF: the Files app on iPhone, “Microsoft Print to PDF” on Windows, Finder on a Mac. The catch: changing the order usually takes workarounds, Windows tends to crop the edges, and none of them makes the file smaller.
With our free Image to PDF converter you drag the photos into order, pick Letter or A4 and shrink the file, the same on every device, iPhone photos (HEIC) included. Try it now with your photos.
Combine photos into a PDF →You photographed three pages of a contract, have a job application saved as images or snapped a pile of receipts, and now you need to send it all as one PDF. Every device has at least one way to do that. Here are all of them, step by step.
Which method is right for you?
The browser method is the same everywhere and gives you the most settings. The built-in tools work without a website, but how convenient they are depends on the device.
| Method | Several photos at once | Change the order | Choose page size |
|---|---|---|---|
| Browser (Image to PDF) | Yes | Yes, drag and drop | Yes (Letter, A4, fit image) |
| iPhone: Files app | Yes | Limited | No |
| Android: Print | Awkward | No | Yes |
| Windows: Microsoft Print to PDF | Yes | Via file names | Yes |
| Mac: Finder or Preview | Yes | Yes, in Preview | Yes, in Preview |
In your browser: the same on every device
You use this method the same way on iPhone, Android, Windows and Mac. No app and no account needed.
- Open Filemanta’s Image to PDF. It takes JPG, PNG, HEIC and other image formats, even mixed.
- Drag your photos into the box or tap “Choose files”. On a phone, you pick straight from your photos.
- Put the images in the right order by drag and drop or with the arrows.
- Choose the page size: Letter or A4 for documents, Fit image if you don’t want white borders. For email or an upload portal, set File size to Smaller.
- Tap “Create PDF” and download it.
Your photos aren’t uploaded. The PDF is created right in your browser, on your device. Unless you choose Smaller, JPGs go into the PDF without recompression, so the quality stays the same. If you only have JPGs, JPG to PDF works just the same.
On iPhone: with the Files app
Save the photos to a folder with Share and Save to Files. In that folder, tap More (…) and Select, pick the photos, tap More (…) at the bottom right and choose Create PDF. The PDF appears in the same folder, and the page size follows the photos.
You can also skip the Files app and use the Print trick in the Photos app. Every iPhone method, with steps, HEIC tips and fixes for oversized files, is in the guide How to make a PDF on iPhone from photos.
On Android: with the print function
Android has a built-in PDF printer: open the photo in Google Photos, choose “Print” from the three-dot menu and pick “Save as PDF” as the printer. But this only works one photo at a time, so you can’t get several photos into one PDF in a fixed order this way. For that, use the browser method above, which works in Chrome just like on a computer. All the Android methods, including the Samsung Gallery’s PDF feature and the scanner in Google Drive, are in the guide How to create a PDF file on mobile.
On a Windows PC: with Microsoft Print to PDF
Windows includes a PDF printer that handles several images at once.
- Select the photos in File Explorer.
- Right-click them and choose “Print”. On Windows 11, it may be under “Show more options”.
- Choose “Microsoft Print to PDF” as the printer and the “Full page photo” layout on the right.
- Uncheck “Fit picture to frame”. Otherwise Windows cuts off the edges of your photos.
- Click “Print” and give the PDF a name.
On a Mac: with Finder or Preview
A Mac has two built-in ways.
Quick, via Finder: Select the photos, right-click them and choose “Quick Actions”, then “Create PDF”. The PDF ends up in the same folder.
With more control, via Preview:
- Select the photos and open them together in Preview.
- Show the thumbnails in the sidebar and drag the images into the order you want.
- Choose File, then Print, and set the paper size.
- Click “PDF” at the bottom left, then “Save as PDF”.
Just one image on Windows or a Mac, with every menu path step by step: see the guide How to turn a JPEG into a PDF on Mac and Windows. Screenshots have their own shortcuts on phones and computers, covered in How to convert a screenshot to PDF.
How to get a clean PDF
Whichever method you use, these points decide whether the result looks tidy:
- Order first: Sort your photos before creating the PDF. Moving pages afterward needs a PDF editor.
- Shoot straight: Place documents on a dark, plain surface and photograph them from above in good light. Tilted photos stay tilted in the PDF.
- Letter or A4 for documents: Offices, employers and printers usually expect Letter in the US and Canada and A4 almost everywhere else. For photo albums, Fit image works better.
- Watch the file size: The PDF is about as large as all the photos combined. For email size limits, set File size to Smaller in the browser or split lots of photos across two PDFs.
- Mind HEIC: iPhone photos are often saved as HEIC. Not every tool accepts that format. With HEIC to PDF you turn them straight into one PDF, no detour via JPG.
Be careful with IDs and contracts
Many free online converters upload your images to their servers first and process them there. For a receipt, that may not matter. For an ID, a payslip or a signed contract, it does.
The built-in tools on iPhone, Windows and Mac work locally on your device. So does Filemanta: the PDF is created in your browser and your photos aren’t transferred. You can check this yourself by opening the “Network” tab in your browser’s developer tools and starting the conversion.
FAQ
How do I combine multiple photos into one PDF?
The easiest way is in your browser: open an image to PDF tool, drag in all your photos, put them in the right order and download the PDF. Each photo becomes a page. iPhone, Windows and Mac also have their own built-in options for this.
How do I set the order of the photos in the PDF?
The easiest way is in your browser: drag the photos into the right position before you create the PDF. On Windows, the sort order in File Explorer sets the order, so rename the files to 01, 02, 03 first. On a Mac, sort the thumbnails in Preview.
Why are my photos cropped when I print to PDF?
On Windows, “Fit picture to frame” is often switched on when printing. The photo is then enlarged to fill the page and the edges are cut off. Uncheck the box and the whole photo stays visible.
Are my photos uploaded when I combine them?
It depends on the method. The built-in tools on iPhone, Windows and Mac work on your device. Many online converters upload your images to their servers. Filemanta works entirely in your browser, so your photos never leave your device.
How big will the PDF be?
Roughly as big as all the photos combined, as long as the tool doesn't recompress them. Ten phone photos of 3 MB each make about a 30 MB PDF. If that's too much for an email, choose a smaller file size in the tool or split the photos across several PDFs.
The key points
- In your browser, it works the same on every device: add photos, set the order, download the PDF.
- On iPhone, the Files app creates a PDF straight from selected photos.
- On Windows, use the “Microsoft Print to PDF” printer; on a Mac, the “Create PDF” Quick Action in Finder.
- On Android, the print function turns single photos into a PDF; for several, the browser is easier.
- Always set the order before creating the PDF, and pick Letter or A4 for documents.
- For IDs or contracts, choose a method that doesn't upload your files.
